I have set confinement reinforcing to a zone well beyond 1.5d but PGSUPER is still indicating that there is failure under the spec check. It is only looking at the stirrup spacing. Am I missing input for something?

Confinement states "For the distance of 1.5d from the end of the beams other than box beams, reinforcement shall be placed to confine the prestressing steel in the bottom flange. The reinforcement shall not be less than No. 3 deformed bars, with spacing not exceeding 6.0 in. and shaped to enclose the strands."
PGSuper looks at both the bar size and spacing, but since the minimum bar size in PGSuper is #3, the maximum spacing is the important part. Hence, you must have 6" or less bar spacing in the confinement zone.

So then PGSuper assumes the bottom flange bars are at the same spacing as the stirrups? Since these are different bar sets, there is no reason they need to be at the same spacing in the yard.

Correct, the current

Correct, the current assumption is that the confinement bars are tied to the main stirrup bars during fabrication.
The stirrup definition model is being enhanced so that the confinement bars will have their own unique layout.
This feature will be in the 2.5 release.

Another option in the meatime

Another option in the meatime is to turn off the confinement and splitting checks from the Design tab in the Project Criteria library. This is what TxDOT currently does.
